There isn't a complete index for the whole country for either census.

There is a surname index for the whole of Angus for 1841, and there are
indexes for some parishes for 1851. See http://www.tayvalleyfhs.org.uk/ for
a list of the Angus parishes covered in 1851.

I am also aware of 1851 indexes for Banffshire and parts of Lanarkshire and
Fife, and there are no doubt many others. Try www.genuki.org.uk and follow
links to the places you are interested in.
