It's quite possible that you are doing nothing wrong, as the GRO indexes are
littered with errors and omissions, particularly in the early years.
However, to maximise your chances of success, could I suggest that you :-
1. broaden your search of the indexes to take account of possible spelling
variations - have you checked under CHORLTON ? What about CARLTON ?
2. attempt to get access to the index of whatever local registrar deals with
or dealt with Waltham St Lawrence. There are tales of books of records going
missing in transit between the local registrar and the GRO. The entry might
be in the local index but not the GRO index !
