OK Folks, there's been a lot of discussion on many lists about the FCC
Charges. Here is what came in my mail today, from BellSouth:
"FCC ORDER COULD IMPACT TELEPHONE SERVICE CHARGES
Pursuant to an order issued by the FCC, BellSouth will implement on
January1, 1998 a number of changes that could affect your monthly telephone
bill.
"There changes may be reflected on future bills as reduced charges for long
distance calls and increased charges for certain forms of other telephone
service.
"In its May 1997 Order, the FCC explained that the changes were designed to
promote competition in local telecommunications and lower long distance
charges for customers. To accomplish these objectives without endangering
support for universally available, affordable telephone service for all
Americans, the FCC ordered BellSouth and other local telephone companies to
lower access charges billed to long distance companies. In return,
BellSouth was authorized to increase Subscriber Line Charges for some
services and institute a new Presubscribed interexchange Carrier charge.
"After BellSouth reduces access charges on January1, long distance
companies may pass on savings to customers aas lower long distance rates.
Customers should contact their long distance service provider if they have
questions regarding reductions in long distance rates.
ADDITIONAAL LIND SUBSCRIBERS LINE CHARGES
"The Subscriber Line charge is a fee collected by local eschange companies
such as BellSouth. These charges are designed to cover a portion of the
interstate costs associated with providing local telephone service therefor
these rates are governed by the FCC. BellSouth has been authorized by the
FCC to increas Subscriber Line Charges for residential customers with
additional telephone lines from $3.50 to $5.00 monthly per additional line.
These increases are effective on Jan. 1, 1998.
" With this change, the existing $3.50 Subscriber Line Charge will apply to
one line of teach residential address and the new $5 Subscriber Line Charge
will apply to each additional residential ine at that same address.
ISDN SUBSCRIBER LINE CHARGES
" BellSouth has also been authorized by the FCC to increase Subscriber Line
Charges for IISDN customers. The Subscriber Line Charge for residential
customers with Basic Rate ISDN (Integrated Services Digital network)
service will increase from $3.50 to $5.00 monthly. In addition, the FCC
has authorized a new Line Port Charge. This additional charge is
$2.55/monthly for each Basic Rate ISDN line. These charges are effective
Jan 1, 1998.
PRESUBSCRIBED INTEREXCHANGE CARRIER CHARGES (PICC)
"The FCC also authorized BellSouth and other local telephone companies to
bill a new flat rate monthy charge to long distance companies for each line
that is presubscribed to them. A presubscribed line is a line on which the
customer has designated a specified long distance carrier to whom all
direct dial and o=perator assisted long distance calls will be routed.
"For lines that aren't presubscribed to long distance companies, the PICC
will be billed directly to customers. Initially, the OICC will be billed
directly to customers. Initially, the PICC rate for single line
residential customers will be $.53 monthly. The PICC rate for additional
residential lines and residential customers with Basic Rate ISDN service
will be $1.50 monthkly. The PICC charge is also effective 1 JAN 1998.
