I believe this information may have come from the Listowner of the Ships
List, but I have long ago lost the original author's name.

"St. Alban's Lists"

These are border entry records. There is a Soundex Index to Canadian Border
Entries through the St. Albans, VT, District, 1895--1924 and Manifests of
Passengers Arriving in the St. Albans, VT, District through Canadian
Pacific and Atlantic Ports, 1895--1954. St. Albans VT was just "named"
location of the repository for the records.
There is an explanation at the NARA website ....
http://www.nara.gov/publications/microfilm/immigrant/rg85.html#sal
.... but it is rather inadequate in explaining these records. They can
contain a LOT of information. If your immigrant arrived via a Canadian
sea-port, and proceeded either directly or indirectly to the US, the
information on the Canadian filed passenger list may be minimal, but for a
typical 1908 "Detroit" record (for example) the column headings are:
(page 1)
Head Tax status
Last Name
First Name
Age
Sex
Marital Status
Occupation
Read?
Write?
Nationality
Race or People
Last Permanent Residence (country, town)
Relative/friend at last residence (with address)
Destination (state, town)
(page 2)
Ticketed thru'?
Who paid passage?
money in possession
ever in US before (if so, when, where)
Relative/friend at destination (with address)
Anarchist? Crippled? Polygamist? questions
Height
Complexion
Hair color
Eye color
Marks of identification
Place of Birth (country, town)
Seaport of Landing
Date of Landing
Name of Steamship
Date of examination

I have seen examples of these records, and some are listed by Canadian
seaport, then by shipname, such as Halifax or Montreal/SS Victorian or SS
Lake Manitoba ... these are usually for those proceeding directly to the
US. Others are recorded under the border port, such as Buffalo, Detroit,
Port Huron etc., and the people on these lists have usually spent some time
in Canada before proceeding to the US, but even if several years have
elapsed since their arrival in North America, the arrival seaport, ship
name and arrival date are entered.
