I'm afraid I can't be of direct assistance with your COWEN information
but perhaps I can make a few suggestions?
Although I have never visited one to look for information myself, I
know that your local Family History Centre will be able to order
copies of the 1861 and 1871 Census (or any other) for you to inspect
there.
Have you joined the Devon Family History Society? Their name and
address has been posted several times in the past few months. If you
submit your names to them you may find others who are interested in
them.
There are also the annual/biennial (?) publications, such as "Big R"
and "Genealogical Research Directory" which list thousands of names
and the people researching them.
You need to cast your net very wide in this game, and don't be
surprised if it comes in empty with monotonous regularity! One of my
main names is ACKRELL from Devon, but in over ten years of searching
I've only ever come across two people researching it, despite the
ubiquitous large Victorian families.
And if all else fails you can always employ a researcher to look these
things up for you, as I have had to do in far away places that I will
never get to.
Maybe you look at these lists differently from me. I look upon them
as sources of information, general, locational and specific to
occupations, history etc. If I do ever spot someone researching the
same name as me it is a bonus!
I do post my interests on various lists from time to time, although I
haven't done for a while as I have been expecting to change ISP.
However, that has now been on-going since MAY and there's no sign of a
break-through yet .......
