I wonder if this being Devon etc he was in the Royal Navy and a search
of the Navy List might turn something up - if not Navy then perhaps he
was a "Bootneck" ie Royal Marine in which case I think you might find
that they are also included in the Navy List - but I would't be sure.
If he had some naval connections it might be worth asking on:
which has the usual subscribe criteria.
