Someone passed this on to me, so be aware of the copyright problems. My
understanding is that you can download and use something for your PERSONAL
research / use, but you're not allowed to sell, make profit etc and you
should acknowledge source etc.

of the 1851 Census was actually illegally downloaded from the Essex
University site some years ago. It's to be found in two places on the
web, one you know about, ie the Penn State site, the other is the

Anyway to get back to the plot, this 1851 extract was produced some
years ago by Prof Anderson of Essex Uni in conjunction with Prof Drake
of the Open Uni (& the Uni of Oslo) plus Edinburgh and a host of
transcribers. It's a 2% sample of the whole 1851 Census with approx
500,000 entries in all (out of the population at the time of @ 27
million). Copyright of the extract is retained by the Crown but
Copyright of the formatting lies with Prof Anderson. There is a program
available that reads the extract known as XTRACT which allows one to
view the ARJ files without decompressing them (it's actually on the FTP
site, go for V4 or later as that reads the US 1880 Census as well).
The 2% 1851 sample was taken by researchers simply walking down the
lines of CEB's at the PRO and simply withdrawing one book in forty for
transcription, which means that if you find someone you're extremely
fortunate as even villages are split. Another problem with the '51 is
that it was notoriously inaccurate.
