IMHO, it is never pointless to submit a request. At the very least, we all
may learn what the issues there are that weren't obvious to us.
At best, the program may be changed. "By design" does not necessarily mean
that te question ever got a lot of thought -- not even that it was
considered at all. The answer did not come from Bob, who after all has the
final say.
