I guess I don't see this reasoning - if the pages are blank, and the page
setup margins are set to 0, then blank pages should not be considered part
of the chart - if I want to allow margins for hole-punching, then VCF would
have to adjust the chart to allow for any margins I set > 0.

This did nothing.

Blank pages do not "complete" the chart, they are extraneous.
