The Resize command removes unneeded space to the right and bottom of the chart. If it did nothing, that's because some elements of your chart extend all the way to the right and bottom of the existing "canvas." If you have blank space on the top or left, you have to move the chart into that space, and then the Resize command will remove any excess left at the right and bottom.

The chart is intended to be a complete rectangle, and if it's too big to print in one page, it's printed in sections that you can paste togeather, but it's still a rectangle. If the whole thing didn't print, I'm sure someone would complain that part of the chart was missing. You do have control of which pages print in the Print dialog box, so if you don't want the whole thing, just tell it to print what you want.
