You missed the second paragraph of my message:

Very often, the mouse (or other device) driver included with Windows is not
the latest and/or best driver for your mouse (or other device). These are
often somewhat generic so that MicroSoft will not have to load so many
driver programs. Only the manufacturer of your mouse will have the latest
driver program.
