To date, we have heard of two such FTW files which do not import (and
thousands of others that do). We've been working with the other one
because yours has the same symptom - but, as I'm sure you know, the FTW
file format is undocumented so it is not an easy thing to determine why one
file isn't like all of the others in the world. I'm sorry for the delay
but it isn't as though we haven't been working on it.
Yours is also a very old FTW file so, if you haven't done so already you
might try it again after updating it to a more recent version or the free
Family Archive Viewer (see below).
In the meantime, we have a test file which might help. You'll hear from
tech support today.

* I looked for a link for the Family Archive Viewer on Genealogy.com but
can't find one. The only link I've found so far is to
http://www.genealogical.com/item_detail.cfm?ID=7590&afid=1000 where they
charge you 1 cent for it <g>. Maybe someone else can direct us to a URL
from which it can be downloaded.
