I can't speak for Australia, but unless you enjoy wasting your money, avoid
IRCs. When trying to use them in most countries the postal authorities
require more than one to post overseas. In the UK three were required to
post a single letter to New Zealand.
I cannot imagine that it is illegal to pass small numbers unused postage
stamps between countries, stamp dealers do it all the time. Some post
offices sell foreign stamps.
