No, it doesn't DEFINE hg1. Rather, it is often observed in people who
belong to hg1.

Indeed, 14 is only one step away from 13, so 14 also must be fairly
common in hg1. Perhaps only 1/10 as common, but that's still a lot.
Back when the European YSTR database had only 8500 samples, I found that
the modal haplotype based on five loci (obviously excluding DYS388, but
otherwise the same as the AMH) occurred 853 times. The haplotype with a
14 substituted at DYS392 occurred 49 times. That's a bit less than 1/10,
but the overall distribution of 14 vs 13 gave a ratio a bit more than
1/10, so I compromised.
Note: the same reasoning holds for a value of 12, which also happens to
be just one step away from the modal haplotype of hg2. The observations
bear this out. DYS392=12 is *not* exceedingly rare.
