I believe so -- in fact, some of the newer markers have been discovered by
computer programs designed to scan the sequence data looking for repetitive
patterns. That "only" leaves the task of studying the markers in diverse
populations to see if they vary in a useful fashion. There's a diagram which
shows the locations of many markers at STRBase

If they do keep on working on the unfinished portions, I'd guess they could
"mine" that region for interesting markers, too.
