According to this, anyone who is AMH 1.15+ is in the Atlantic Modal Cluster, and that is still considered to be "Celtic.":

"The Y-chromosome of about 90% of Irish men matches the Atlantic Modal Haplotype (AMH) of Haplogroup 1 (HG1), with one mutation in any direction, which in turn is known as HG1.15. The 1.15 haplotypes as a whole are refered to as the Atlantic Modal Cluster or AMC. The Atlantic Modal Haplotype is found mostly on the Atlantic Coast of Europe and would especially seem to indicate Celtic (Scottish, Welsh, Irish) origin." - found at http://www.bertdefriest.nl/MijnDNA.htm
