Sorry, I misread the question.

Did Neu Balzer have an alternate name ?
It would have had a Russian one as well.

If no one knows it, 2 ways of finding out, is to use the
Jewish Stetlseeker and the www.calle.com/world

These might well give you exact Lat and Long.
Then get a very good Russian map - and look it up there.
