the rate changes daily -
in recent times it sways between 29 - 31 roubles to the dollar,
as indeed the dollars also sways !
The daily rates are up on the Internet.
Almost all currencies sway daily -
That's why money market dealers earn a living.
those are the vagaries of currency conversations.
