Hello Dave,
As you are not likely to find anything in the London Gazette as to how
Herbert won his medals, I do have a couple of other suggestions.
You could try tracking down the Regimental Museum, they just might have
copies of the citations or there may be a mention in the regimental
publication (if there was was one).
Your other option is to browse through the local newspapers of Herberts
home town. You really need to pin down when the medals were won though,
unless you have a couple of days to spend trawling through the papers. Most
large/medium town libraries have archive copies of local papers.
