Subject: [WW1] military records

Greetings,
The death certificate for my gg-uncle stated that he was a WW I veteran. I found him in the WW I Civilian Draft Registration Database in Rootsweb. I requested his military records from the National Personnel Records Center.
The other day I received the reply that they were either unable to find the records based on the information I'd given them, or the records were burned in the 1973 fire (Hello! - 1890 census). I was able to give them his birth date and birth place, his death date and place of death as well as his social security number.
Is it safe to assume that his records were destroyed? Is there another source for finding information about his military service? Were there records kept at the state level? He was from Coconino County, Arizona, but moved to CA after the war. A search through AZ genealogy online sites always seems to point to the NPRC. Am I out of luck!
I appreciate your help :o)
Sincerely,
Tina
