Carol,
It looks to me as though your grandfather transferred from one part of the
Corps of Royal Engineers to another: The "W/R" suffix to the first
regimental number you mention indicates service in the Waterways and Railway
section of the Corps. This suffix would no longer be relevant on his
transfer to another branch of the Corps, hence his new number without the
suffix.
