I don't have Carol's original message any more, but from memory it
related to a NZ serviceman.
If so, he is entitled to a British War Medal, but not the Victory Medal.

To qualify for the British War Medal a serviceman had to either - enter a
theatre of war on duty or leave their places of residence and render
approved service overseas. So a non - Uk resident (e.g. Aust, N.Z. etc.
qualified by leaving their country and serving in UK, while a UK resident
did not qualify.
The Victory Medal required - service on the establishment of a unit
within a theatre of war within the specified dates for the respective
theatre.

Correct - but if a non UK serviceman, service in the UK was "overseas
service"
