Subject: [WW1] Identify Uniform

Someone from another list suggested that I try this list with my question, so here goes:-
Can anyone help with the identification of a Military Uniform. It is an IVE family photograph, but there is no one who can tell me which member of the family it is! I am hoping that if someone can date it or tell me what type of uniform it is, that this may help me to identify the possible owner!
I have had my first attempt at creating a web site, not quite correct yet, just so that I could load up the picture for people to view. So if anyone can identify the uniform shown on the following site:-

Comments on other lists suggested that "the fact that he is carrying a cane and the shortness of the tunic suggests a walking out uniform or perhaps mess dress. The style of decoration might indicate that he was an officer, possibly cavalry although infantry officers wore similar decorations on dress uniforms". Another person wrote "this is a Cavalry uniform, possibly Hussar, but not sure without Hat. It would be a dress or parade uniform".
Any comments on the uniform would be most welcome,
