I don't know what you mean by region. Zakopane is a town which was in the
district of Nowy Targ in Galicia. There were no districts, and probably no
towns which did not have local gentry. In earlier times, district offices
were exclusively reserved for members of the noble estates. The burghers of
towns possessing municipal charters governed themselves and held municipal
offices, but even in towns regional and district officials, who were members
of the noble estate, would typically have been in residence.
