>From McCreary Co. Court Order book 2 p. 241 dated 9 Jun 1922:

"It appearing to the undersigned judge of this Court that it is his duty to prescribe rules for the conduct and government of the McCreary County Jail, the following rules are prescribed by the court for said purpose viz:
1. The jailer shall forthwith proceed to put the jail in a clean and sanitary condition.
2. The jailer shall sweep out and clean out the jail at least once every day and shall at least once a week mop the floors, walls and cellsof the jail and keep it clean and free from nauseous odors.
3. The jail must be kept clean and sanitary and plenty of running water in it at all times.
4. The bedclothing and towels used by the prisoners must be washed and changed frequently enough to be kept in a sanitary condition. Jailer must not allow relatives or friends to visit any prisoner more than once a week without orders from the County Judge and must closely search all prisoners before they are confined in jail and must closely search all persons entering the jail except officials and attorneys.
5. All illness of prisoners must be promptly reported by the jailer to the County Judge and the jail must be kept comfortably warm at all times. And the jailer shall treat the prisoners with humanity and furnish them proper food and lodging during their confinement. And the jailer shall, once in every month, report to the County Court the disposition made of all prisoners confined in jail, the time they were confined and released, and the number then in his custody.
6. If at any time a prisoner or prisoners are found with guns, knives, hacksaws, or other implements for the purpose of making his escape, the jailer shall immediately bring said prisoner or prisoners before the County Court, together with the weapons or implements found in his possession.
7. The jailer shall not permit any person to remain inside the jail with any prisoner without being present himself or one of his deputies.
8. The jailer shall, before the 20th of January and Julyof each year, make a full and complete itemized inventory to the County Court of all furniture, fixtures, bed clothing, and other equipment belonging to the county, then in said jail.
9. The jailer must preserve order and decorum at all times in and about the jail and not permit any boisterous or loud or vulgar talk from any prisoner and not permit any prisoner to be calling out from the jail to passers by. J.E. Williams, Judge"
