Perhaps this has already been discussed, but I was told that those ethnic
Lithuanians who left Lithuania in Czarist times (when Lithuania was part of
the Russian Empire) were not "LIthuanians" in the legal sense when it comes to
land claim issues. One (or an antecedent relative) would have had to have
been a Lithuanian citizen in the roughly 20 year period between the Russian
Revolution and the first Soviet occupation in 1940 to submit a legitimate land
claim. Interesting.
