Could someone please answer a question about applying for vital
records (birth, marriage, death) from a local registrar? The person
making the application is the next of kin, and the proper form and fee
have been furnished. What escalation can be made if the local
registrar can not or will not comply with the request? Does the
requestor have a legal right to obtain the information if proper
protocol is followed?

Getting the certificate from the State of NJ will not work in this
case. The vital record was amended (via adoption) at the State level,
and we need to see the local copy. Some "local officials" can be
difficult to deal with, if you know what I mean!!!

Your advice will be appreciated.
