I would say that a person would have to own the property in order to pay
the taxes. And as far as I can tell the ratable lists only contain the
names of property owners. I've never seen anything explicitly stating as
such but I have never seen anything stating otherwise, either. Maybe
someone else has a better answer to this question.

One possible source would be the Hammond maps. See

Again, the Hammond maps would be one possible source.

It is my understanding that many of the early land transactions in
Hunterdon County are lost.
