Thanks for providing what seems to be an authoritative explanation. This is
exactly what I'd been told years ago by one of the big NJ genealogists but
it's always sounded unlikely -especially in the case of the 1820.
In any case, as I understand it, there were two copies of each census - one,
at the Library of Congress and the other at the state level (Secretary of
State, NJ?). In the case of NJ, both copies have disappeared. My fervent
hope is that the more people who are aware of this, the more who will be
looking for them at yard sales and in attics.
