Jan,
I just had another thought. In case I was off base on what you meant by "a
burial transcript", this can also refer to the church book entry for a
burial that a church was in charge of. The catholic and Lutheran churches
usually have kept church registers of baptisms, marriages and burials, so
that would be another source to check besides the cemetery records if you
are dealing with an unobtainable death certificate.
