Schmidt in "Some Hunterdon Place Names" 1959 says:

The name was taken from that of a country school, District No. 20 at the time of the incorporation
of the township. Tradition said that the first school at this place, built of logs, was called
Holland School, but does not explain why.

From a publication of Riegel Products Corp in 1976 entitled Holland Township:
Holland School (District 20), a log structure, also dated back to the Revolution. The school
building now on the site at Church Road near Phillips Road was built in 1862.

From the same Riegel publication:
The earliest European settlers in the township were of English stock. Gradually there were joined
by the Holland Dutch, Germans, Irish, Scotch and Welsh.

Also, the Vollendan Windmill was built in 1965, so that didn't contribute to the name.
