Remember that we have relatively few towns (and cities) in Norway. There
are many municipalities -- "kommuner" -- but only a small number of them
have the right to call themselves towns. I find it difficult referring to
for instance Rauma as a township -- there is no town called Rauma, but we
have the town of Åndalsnes in ... well, the _municipality_ of Rauma.
