Stemte - in this sentence, means it was correct or simulaire with
something it is compared to, (that obviously was mentioned in the
former sentence).

The verb are: stemme (infinitive) - stemte - har stemt - hadde
stemt.

This word has several meanings, - stemme = to vote, and also what
you do to make a musical instrument sound correct.
- en stemme/stemmer = a voice/voices-.
