I don't think that it can't be so bad.
I'm born just after wwII and my brother the first year of the war, but
even as my parents was ordinary people and that there was not much money
it is not correct to say that people in general was poor in Norway.
In the period between wwI and wwII the situation was quite different and
it will not be correct to use that image for the situation from 1945 and
to present.
One must remember that it was not any oil and gas at that time,
Everybody have to work to rebuild the country after the war and most
people did manage to have jobs and we did time by time get social system
to help children, widows etc etc And most of this did come before the
oil.

Remember we did have one of the biggest merchant fleet in the world and
a lot of sailors and fishing etc etc
