Try USGS Geographic Names Information System
http://geonames.usgs.gov/pls/gnis/web_query.gnis_web_query_form
to list all cities in a county.

Choose a state from drop-down list. Then a drop-down list will be available
for counties.

Choose Feature Type: populated place

Or you can choose Feature Type: civil to list all townships and
incorporated cities.

Other features that show up on maps can also be searched for, such as lakes
and churches and cemeteries.
