I think this should be read as Lt. Peall, not Piatt. He was actually
James Peale, of the family of noted artists.

Also, I found one more Piatt in the George Washington papers:

("the late Major Piatt")

By the way, the William Piatt and Jacob Piatt cited in the George Washington
Papers are the same William and Jacob who were earlier in Lack Township, PA,
as shown in another of your postings. I'm out of time now, but I can give you
a bit more info on this topic later.
