I found Bennie Franklin Piatt in the 1910 census but the listing answers no questions:

1910 Roane Co WV, Reedy Dist, part 2 and 3
Liverpool and Mill Creek [Roads?]

149/149
Newhart, John A, head, 67, married 22 years, farmer
Martha J, wife, 52, married 22 years, 0 children
Piatt, Bennie, 9, adopted son

Newhart/Neuhart is a Monroe Co OH name, but all concerned here were born in WV.

A mystery unless WV has birth records for the time period.

I did not find the WWI vet Jacob yet, but noticed that a couple of listings for Piatt, etc, in the 1900 census for WV were at the bottom of the second page and unreadable because of darkening of the page.
