Koons, Kinnear, and Moyer don't seem to be connected to the Piatt side of the family of the children you mentioned. I'd look for connections with the Paine side.
Incidentally, the name Tabitha (sometimes found as Dabitha) was the name of another of the several daughters of Stephen and Mary McConnell Piatt. Perhaps the child Tobitha Ann Paine was named for this Tabitha Piatt.
It's been many years since I researched in Marion Co but I recall getting more information from the library than the courthouse. However, there is an Incompentency file in the courthouse for Stephen Piatt, still sealed after 150+ years. I'm tempted to petition for the unsealing of the file someday and would expect to find the problem to be senility or our Alzheimer's.
With so many daughters of Stephen and Mary McConnell Piatt, there could be descendants of the couple still in Marion Co today, under allied names. I believe, however, that the Piatt families in Marion Co today are not descendants of Stephen and Mary McConnell Piatt. Rather, I think they are from the West Virginia branch of the family, having come several decades ago to work in the factories.
