I found there is no given rule to the baptism of children born in Brighton
Workhouse.

All census give the place of birth of my Henry ROWLAND as Shermanbury, in
actual fact he was born at Brighton Workhouse April 1854, the Shermanbury
Parish Register says 'baptised August 1856 at Shermanbury born in Twineham'.

You might have more luck than I.
