I more or less let the data dictate what I do. If the persons are family,
suspected family, or connected to family, then I add each person
individually with appropriate Tags. But, if the persons are not connected
in any way with my family (except as neighbors or fellow citizens) and I
expect to reference them only once, I just add them to the Memo entry for
the appropriate tag. Still there are exceptions.

The "event-as-person" idea is not a bad idea. It really depends on your
needs. You can create some nice list-type reports this way which (to my
mind) is about the only big advantage of this idea.
