I'm not sure if this method will help you, but...
I use a History tag to group people like this. I have e.g. a history tag for
all the persons on the Mayflower. All those people on the Mayflower who are
in my database I put as witnesses. Then I create an immigration tag for that
person for printing purposes. (I don't print the history tag - just use it
for grouping purposes) You could create a history tag listing all the people
on the tax list with a research task to do further research on the suspected
family ties.
One thing further, I created a history person that I use so that I can easily
view (and find) any history tags I have.
