Somewhere along the line you added enough persons to make the next higher
ID# 17924. Then you re-numbered, merged, or deleted those persons, but the
next available number remained. Before you renumber all the numbers in the
dataset, I suggest that you try a single renumber (you don't have to finish
it). Select the Tools=>Advanced Utilities=>Renumber People from the menu
to display the Renumber IDs window. Click on the To field and select
Search from the menu (or press F2). This will display all unused numbers
in the dataset showing the lowest first. You may continue by selecting a
number, pressing Enter, and then clicking the OK button -- or press ESC
twice to cancel out of the renumber process. If the lowest unused ID# is
less than 17924, then you may not want to do a renumber all procedure.
I suggest that you restore the dataset (you did do a backup before the
merge didn't you?) to what it was before the merge. Then ensure the next
available number is what you want.
I suspect you will find that the highest ID# is probably very close to (if
not) 17923. When you check out the Unused ID#s, I expect there will be
660 of them scattered throughout the dataset. If this is the case, the
only way to eliminate the unused numbers is to either do a complete
renumber (means you will have to "get used to" different numbers for
some/many persons), or you must renumber 660 persons one at a time.
