Probably the easiest way is to read the GEDCOM into a word processor and
use the search/replace feature to replace the <cr><cr><lf> with <cr><lf>.
Be sure to save the result as text only (ASCII only) so that you word
processor codes don't get added in.
I don't know what the original export settings should have been. As a pure
guess, it may be that there was an option for double-spacing the GEDCOM for
ease of reading. I have seen a couple of GEDCOM utilities that will do
that for you although I never really found it useful.

That is probably as good a choice as any. Depends if the import into your
other program lost any data. If you didn't lose anything, then no use
re-doing it.
