IMHO someone else's GEDCOM should have a surety of 0, unless verifiable
sources are provided.

I would hope the provider would have provided you with the true sources. If
I do import someone's file I first import it to a file on it own at add the
provider as a note to the repository. This is to give the provider some
credit for his work and to CMA (Cover My Donkey (see note below)) if their
is an error in the data.

Credits: I forgot who posted the donkey phrase, but I love it and may I have
permission to use the phrase and I will give you the proper credit;
something like Cover My (Lee's) Donkey).
