Any custom tags you create as additions to TMG's defaults exist only in the
dataset where you create them. If you want them in other datasets, you'll
have to create them in each one.

A custom tag has to be created and placed in one of TMG's groups; that
doesn't make it subordinate to any other tags in the group. Our Biography
tag is in the Other Event group.
