At least in California, the issuance of a license is permission to marry, not
evidence of a marriage, until completed by the person performing the ceremony
completes the certificate on the license by filling in the date and location
of the ceremony, and witnesses, if any, before returning it to the issuing
county office to be recorded. I assumed the discussion was about a license
that had been recorded after the wedding ceremony had occurred.
