I now understand. You are using a copy of a Sample report. This is a List
of People report in the sense of report _type_.

Saving a report definition can save you time later -- especially if you
design it so that you don't have to make changes to it. I know many users
just copy a Sample report and change it to fit their needs and then change
the copy then next time and the next time and.... While there is nothing
wrong with this (I do it myself often), there are a number of reports that
may be re-used time and again. Often the target of the report will change
-- maybe you originally designed it for your father or mother, but now want
it for a grandparent. This can be designed into the initial design such
that you don't have to change the filter each time.

Yes, but if in the meantime, you have submitted a GEDCOM for an entirely
different group, then you may want to re-do the setting of the Flag. Of
course, you can use different Flags for different groups as you mentioned
in your "fine print".
