Bob Velke gave in essence the following answer when version 4.0 was near
release:

When in doubt, register on the TMG web site. Time spent looking up
registrations is time
taken away from program preparation and support. If you are already
registered and you register again,
TMG will have no problem sorting it out.

So if you aren't sure, register on the site. Then have peace of mind.
