To edit the TMG.INI file, select Tools=>Text Editor from the top menu. In
the Open window, enter TMG.INI in the "File Name To Edit" field and click
on the Select button.

What report are you using? What do you have selected for Surety in the
Report Definition Screen? Try the No Threshold and Include Blank Surety
options and see if that doesn't solve the problem.
