This sounds like a problem I had with FTM (and still have when I use it).
Apparently there is a bug in Windows 98 such that if Outlook (and probably
Outlook Express) are used first, the Regional Settings function in Windows
98 becomes garbled. You can tell be opening Regional Settings in Control
Panel and observing that you can't change from English (or whatever you're
using) to anything else. For programs that need the Regional Settings
function to operate, like FTM and probably TMG, once this happens, the
program can't be started. If the Regional Settings screen is opened before
you use Outlook, then FTM works OK. The solution for FTM was to include
Regional Settings in the startup menu so it opens before you use anything
else, then just close it, and FTM worked as designed. Not a very elegant
solution but easier than getting Microsoft to fix the bug. I still use this
arrangement since I occasionally still use FTM and have had no problems,
with it or with TMG.
It's worth a try.

I have had this problem occasionally and finally have narrowed it down to
some kind of a conflict with Outlook Express. It doesn't seem to matter if
Outlook Express is open or closed - if I have opened Outlook Express before
TMG (even though I close it before opening TMG), TMG will freeze when I
double-click on the desktop icon. For me, the solution is to open TMG
whether I intend to use it or not, and just keep it open but minimized for
however long my computer is on. That way, it is always opened *before*
Outlook Express.
I'll be interested in seeing what other solutions you may get!
